The donation was entered as receipt of a state grant intended for the handling of COVID-19. Head of the Communication and Information Services Bureau of the Ministry of Finance, Rahayu Puspasari, said that there must be a grant agreement between the giver and the recipient, in this case the South Sumatra Police (Polda). As accountability for account management, grantees are required to report their accounts every month to the KPPN. "The question of the allocation can be asked to the Regional Police who made the grant agreement," he explained. Meanwhile, as the final responsibility for the utilization and use of grants from Akidi Tio 's family , it will be stated in the National Police Financial Report as a form of transparency and accountability in the period of preparing the Financial Report of the Ministry of Institutions (LK-KL). This is regulated in Government Regulation (PP) No. 10 of 2011 concerning Procedures for Procurement of Foreign Loans and Grants, as well as Regulation of the Minister of Finance (PMK) No. 99 of 2017 concerning Grant Management Administration. "Grants to the government can be received from anywhere, including individuals," he said. After there is a grant agreement, the South Sumatra Police will request registration of the agreement to the Directorate General of Treasury of the Ministry of Finance through the local regional office, and ask for approval for opening an account with the State Treasury Service Office (KPPN) regarding Akidi Tio's family donation . "The administrative processes include managing K/L accounts, revising DIPA (allocating the amount to be spent in DIPA), and ratifying (K/L ratifying income and expenditures made to KPPN)," he explained.
